Haifa 2030, the municipal body responsible for the city’s strategic planning and development, was established to fulfill the vision of the city’s leadership. It is the “municipal lighthouse,” the lens that sees into the distance, the body whose function is to be on the lookout, to aspire to realize the vision and promote it to the minutest detail through all channels. Haifa 2030 brings together all the spheres that make up a multicultural, modern and progressive city, and facilitates a constant dialogue between them that enables coordinated and efficient work.

The administrative model was drawn from various places around the world that have undergone overall urban renewal, assisted by a professional team to develop the city. The urban renewal process will transform Haifa into a vibrant city with commercial and cultural centers, attract global tourism and offer a diverse supply of job opportunities.

To this end, the various challenges in the city have been addressed according to various spheres: urban renewal, tourism, sea and sailing, sports, culture, transportation and accessibility, urban economy and businesses, developing high-tech industry,

Coping with the climate crisis and developing urban nature. We have studied each sphere in depth, used professional and research databases and knowledge, and prepared work plans taking into account the residents of Haifa living and working in the city and benefiting from the variety of possibilities that their city offers them.

Haifa 2030

The city of Haifa has entered an advanced renewal and development process. Haifa 2030, the municipality’s planning and strategic arm, sees inter-sectoral and interdisciplinary cooperation as essential factors that will help advance research, creativity, construction and development in all fields.

Haifa 2030 acts as an intersection that gathers information about all planned and ongoing projects in the city. Part of our job is to create connections between various sectors – the public sector, business sector, civil society, and research institutions and higher education – and to mediate between knowledge, investors and needs. We are pleased to hear about the initiatives and ideas of residents, business owners, companies, researchers, inventors, entrepreneurs and the general public.

We invite research institutions to offer new knowledge and implementable ideas. We call on entrepreneurs to invest in Haifa in the fields of economy, tourism and culture, to be part of the development and promotion of innovative technologies and processes, social projects that will contribute to the city’s development and the well-being of its residents. In the past year, alongside investment in small and medium-sized businesses in all fields, we have devoted considerable efforts to accelerating the advancement of three unique economic channels:

High-Tech

Haifa is a superpower of research and development in technological fields, and the cradle of Israeli high-tech. Today it is home to some of the largest Israeli and international companies in the world, which continue to trust the city and expand their activities here. Haifa is also home to a growing number of start-ups, and the municipality is investing in nurturing this ecosystem through an urban corporation established specifically for this purpose, the Hicenter. The corporation works to develop business entrepreneurship and high-tech in the city in two main fields: acceleration and growth plans for start-ups and the development of a national platform for mass investment (hicenter.co.il).

Blue Economy

In the past year, Haifa has been declared a national center for maritime innovation and blue economy. This is one of the most interesting and burgeoning economic areas in the world, focusing on economic activity conducted at sea and in close proximity. Currently, the municipality is establishing a support system for blue economy initiatives that will emphasize the establishment of an organizational infrastructure and promoting cooperation. These are necessary to develop the field from a sustainable perspective, and to integrate knowledge and innovative technologies. More details will be released in the near future.

Tourism

Haifa’s coastal strip is undergoing accelerated development from south to north: in the south, sports centers, sailing, surfing and recreation; and in the north, Kiryat Haim beach, a Mediterranean Riviera that will offer a mix of residential and commercial uses, with restaurants and hotels (1,400 rooms in total). The unique Talpiot Market building in the Hadar neighborhood is undergoing renovation that will restore it to its glory days, and will be the centerpiece of the renewal of Hadar as a whole. The downtown district is also bustling with life and business, cultural and social initiatives. What is happening in Haifa no longer remains only here, and the city is already attracting increasing numbers of tourists from Israel and abroad. The investment opportunities are many and varied.
